China. I'm guessing it is the Gobi desert. Of course, if we are talking annual precipitation and not including any residual water, some areas of the arctic don't get much precipitation at all, but I don't think you are asking about something like that.

I suppose it is one measure of dryness, but if there is residual moisture in the area (i.e. snow) I wouldn't call it a dry area because there is water.

But we are going with least amount of precipitation in 2009, then?

No, it was just named that in 2009. The distinction was placed on it in '09, I don't think it broke any record - but it takes into account the moisture factor because along with the "driest" distinction, it simultaneously was identified as the "calmest" (or one of the calmest) places on Earth.
